What’s a Commercial Mail Receiving Agency?
According to the United States Postal Service, a Commercial Mail Receiving Agency is a business that rents private virtual addresses to customers and accepts and distributes mail on the customer’s behalf. CMRAs need to be registered with the USPS. CMRAs can offer in-person mail pickup, digital mail scanning, or physical mail forwarding service.

What’s the Difference between a CMRA and a P.O. Box?
While both Commercial Mail Receiving Agencies and P.O. boxes provide a private address where you can receive mail, there are a few key differences. For one, a CMRA is a private business, whereas P.O. boxes are rented through the US Postal Service. Additionally, CMRAs offer a few advantages that P.O. boxes don’t:
1. A CMRA provides a real physical street address.
A CMRA gives you an actual commercial street address, so it can be used on forms where a P.O. box isn’t allowed. Having a real commercial business address makes your business look more professional, since anyone who searches online for your business will see a real office building.
2. CMRAs can accept mail from all types of mail carrier.
Whereas a P.O. box can typically only accept USPS mail, a CMRA can accept mail from other mail carriers as well, such as UPS, FedEx, and more.
3. CMRAs can offer digital mail scanning, physical forwarding, and virtual office services.
CMRAs can offer more extensive mail services than you get with a P.O. box. For example, instead of having to pick up your mail at the post office, a CMRA can scan mail to your online account, so you can access it from anywhere. Or they can physically forward your mail to an address of your choosing.
CMRAs also frequently offer other perks, like VoIP phone service, an office lease you can use to establish your business presence, or even the ability to rent conference rooms.
What Is PS Form 1583?
PS Form 1583 is the Application for Delivery of Mail Through Agent. This form must be submitted to the USPS to show that the CMRA has permission from the customer to accept their mail, and to prove that the customer is who they say they are.

Requirements for Form 1583
On Form 1583, you’ll need to provide the following information:

- Photo identification
- Proof of address

CMRA Frequently Asked Questions
When submitting Form 1583, can I submit one form of identification for both the photo ID and proof of address?
You must submit two separate forms of identification for your photo ID and proof of address. The USPS will not accept one ID, such as a driver’s license, for both.
Do I have to submit my personal ID with Form 1583 to appoint a CMRA for my business?
Yes, an owner or officer of the business must provide their ID.
If I have multiple businesses, do I need to submit multiple USPS forms?
If you have multiple businesses that will each have a separate address and suite number, you will need to submit a separate Form 1583 for each business.
If I’m only using your free business address as part of my registered agent service, do I need to submit Form 1583?
No. If you’re a registered agent service client and simply use our business address for privacy on state forms, you don’t need to submit Form 1583. Form 1583 is only for clients using a unique suite number.
Does Form 1583 ever need to be updated?
You will need to submit an updated Form 1583 if your photo ID expires, or if the mail receiver or their residential address changes.
Can I hire a United States CMRA if I don’t have a US address?
Yes, you may use a US Commercial Mail Receiving Agency even if you don’t live in the US. You will still need to provide proof of your residential address and two forms of identification.
